WHO WE ARE
NorthWest Senior & Disability Services (NWSDS), formerly the Mid-Willamette Valley Senior Services Agency, is a local intergovernmental agency that was formed by Marion, Polk and Yamhill counties in 1982 and expanded in 2005 to include Clatsop and Tillamook counties.
As the designated Area Agency on Aging and Disability Services for Clatsop, Marion, Polk, Tillamook and Yamhill counties, NWSDS develops and maintains a comprehensive and coordinated service system to meet the needs of seniors and people with disabilities. Our approach to these responsibilities is reflected in the agency’s mission statement–to assist older persons and people with disabilities in making and implementing choices that maximize their independence and quality of life–and the agency’s core values of Customer Service, Professionalism and Positive Attitudes.
NWSDS is governed by a Board of Directors, which is comprised of five county commissioners, one each from Clatsop, Marion, Polk, Tillamook and Yamhill counties. The Board relies heavily upon the recommendations and wisdom of a board-appointed 27 member Senior Advisory Council and a 15 member Disability Services Advisory Council.
The agency has a 2004/05 fiscal year budget of nearly $15 million and is governed by Oregon' s local budget law. The Board of Directors has appointed a standing Budget Committee to oversee the budget process, and advance budget recommendations to the full Board. Funding sources include Medicaid, Older Americans Act, and Oregon Project Independence.
With a staff of approximately 256 employees, NWSDS provides a single point of entry to many government-sponsored services for seniors and people with disabilities through a network of program offices located in Astoria, Dallas, Salem, Seaside, McMinnville, Tillamook, Woodburn and an outreach office in Stayton. The Agency also operates numerous senior dining centers (mealsites) throughout the five-county area, providing on-site dining, frozen meal programs and home-delivered meals.
Agency staff work with clients and their families to determine needs, eligibility, available service resources, and provide services based on the unique needs of each client. Services available for seniors include Medicaid (age 65+), Older Americans Act and Oregon Project Independence programs (age 60+). Medicaid, General Assistance, Employment Initiative Program and the Employed Persons with Disabilities Program are available to people with disabilities age 18-64.
The services coordinated and provided by NWSDS include, but are not limited to: information & assistance; case management; eligibility determination for Medicaid, General Assistance and Food Stamp entitlement programs; adult protective services; licensing of adult foster care homes; pre-nursing home admission assessments; home-delivered meals and family caregiver support. Additionally, Agency staff authorize and arrange an assortment of long term care services including nursing facility care, residential care, in-home services, respite care, and adult day care programs.
